Thank you for your email of 31 May 2015 under the Freedom of Information (Scotland) Act 2002 (FOISA) where you seek the following information over the last 36 months: 

“How much has COPFS spent in recent years sending staff on PRINCE2 (including re-accreditation and resits), Managing Successful Programmes, Managing Portfolios and Work Measurement / Process Review courses? 

How many staff were sent on such courses? 

How many Portfolios have actually been managed in COPFS according to proper principles and by staff at what grades? 

Is it true that: 

1. Promoted posts have been (or are to be) advertised where only candidates who have attended such courses (at public expense) can apply given the restrictive criteria set - in particular Portfolio Management and Process Review posts at SEO grade; and 

2. That the line managers of these staff are to sit on these Boards without declaring any personal interests contrary to the principles of the Civil Service Management Code?”


I have conducted enquiries and can confirm information is held in relation to your request, which I have outlined below.  

No expenditure has been made in relation to Managing Portfolios training throughout the past 36 months.  

Financial year 2011/12 

The total amount spent on sending staff on PRINCE2 was £15,846. 14 staff were sent on this training.  

No expenditure was made in relation to Work Measurement training. 

No expenditure was made in relation to Management of Successful Programmes training.  

Financial year 2012/13

The total amount spent on sending staff on PRINCE2 was £7092. 5 staff were sent on this training.

No expenditure was made in relation to Work Measurement training.

No expenditure was made in relation to Management of Successful Programmes training.  

Financial year 2013/14 

The total amount spent on sending staff on PRINCE2 was £17,060. 17 staff were sent on this training.  

The amount spent on sending staff on Management of Successful Programmes training was £7361. 7 staff were sent on this training.  

No expenditure was made in relation to Work Measurement training. 

Financial year 2014/15 

The total amount spent on sending staff on PRINCE2 was £2028. 2 staff were sent on this training.

The amount spent on sending staff on Work Measurement training was £9820. 5 staff were sent on this training.  

No expenditure was made in relation to Management of Successful Programmes training.  

I do not consider the remaining part of your request to be a request for recorded information in terms of FOISA. That is because the specific answers to your questions are not recorded information. As such I do not consider that COPFS is obliged under FOISA to provide you with the information requested. However, we aim to be as helpful as possible to those who make enquiry and I can advise that the Crown Office and Procurator Fiscal Service (COPFS) has one overarching Improvement Portfolio which is owned and reported on by our Strategy and Delivery Division and managed using the principles of Managing Successful Portfolios.   

To manage Structural and Digital Programmes of work we use the principles from Management of Successful Programmes. We also use PRINCE2 principles extensively to manage individual Projects within the organisation.
