Hospitality and Register of Interests

Freedom of information request: Hospitality and Register of Interests

1 August 2013

Thank you for your e-mail dated 4 July in which you requested the following information under the Freedom of Information (Scotland) Act 2002 (FOISA):

“I would like to make a Freedom of Information request for information contained in any register of, or declarations of hospitality or interests made by members of COPFS staff including Procurator Fiscals for the past three years.”

Our records show that since June 2010, there have been 20 offers of gifts or hospitality which have been accepted.

The gifts received have all been tokens of appreciation from individuals or organisations that have received a service or dealt professionally with COPFS.  The value of these gifts is small, generally around £15, and no one gift has a value exceeding £40.

The offers of hospitality have come from organisations that COPFS engages with on a professional basis and generally include lunch or dinner provided at events held by these organisations.  None of the offers of hospitality exceed the value of £40.

COPFS has maintained a “Register of Interests” record since June 2010.  The requirement to declare and register any potential conflicts of interest applies at all times and the register is kept on a rolling basis.  Since June 2010, 51 separate members of COPFS staff have recorded interests on the register, though some of the staff included in this number are no longer employed by COPFS.  The nature of these interests is recorded as including business, financial (including shares) and membership of clubs or societies.
