Freedom of Information: Early Retirement Process

Thank you for your request dated 30 October 2013, under the Freedom of Information (Scotland) Act 2002 (FOISA) for the following information:

"...the amounts of any ex gratia payments, severance packages, or payments known as "golden goodbyes" made to employees of COPFS including PFs in the past four years, how many such payments were made, to whom they were made (and amount per individual), and reasons why such payments if any were made."

I can confirm that we operate an approved early retirement process in terms of the Civil Service Pension arrangements. We have also run voluntary exit schemes in each of the past 4 years in accordance with Cabinet Office rules.

The relevant information we are able to provide is shown provided at Annex A below.

In addition to the figures provided above, in 2011/12 there was one compromise agreement and one payment under the Civil Service Compensation Scheme, and in 2012/13, there was one compromise agreement. These amounts have not been included in the figures above as we consider that it may lead to identification of individual payments, which is exempt information under s38 of FOISA on the basis that it is personal information and releasing it would contravene Schedule 1 of the Data Protection Act 1998.

COPFS Annual Accounts (published at: contain information about the cost of early exit packages. Please note that this information is broken down in the 2010/11, 2011/12 and 2012/13 Annual Accounts, in that the packages negotiated under the official early exit scheme are detailed separately from the costs of any other individual severance packages which are accounted for elsewhere in the Annual Accounts. The total costs of all of the early exit packages as detailed above are accounted for in the Annual Accounts.

In the accounts for the previous years, the cost of early exit is not broken down but is provided as a single total. In the 2009/10 accounts the total early exit figure quoted includes forecasted pension costs for retirees from previous years.
