COPFS – Redundancy and Retirement

Thank you for your letter dated of 12 November 2012 in which you made a freedom of information request for the following information:

1. The total number of individuals who have been offered and accepted voluntary redundancy in each financial year since 2007/08, broken down by total cost per year. For each year this should include details of the single highest payoff.

2. The total number of individuals who have been offered and accepted compulsory redundancy in each financial year since 2007/08, broken down by total cost per year. For each year this should include details of the single highest payoff.


3. The total number of individuals who have been offered and accepted early retirement in each financial year since 2007/08, broken down by total cost per year. For each year this should include details of the single highest payoff.

4. The total number of individuals who have been offered and accepted severance or other payments on termination of employment in each financial year since 2007/08, broken down by total cost per year. For each year this should include details of the single highest payoff.

5. The total number of individuals who have been offered and accepted compromise agreements in each financial year since 2007/08, broken down by total cost per year. For each year this should include details of the single highest payoff.

6. Total full-time equivalent staff headcount in each financial year since 2007/08.

Requests 1 and 2

There have been no voluntary or compulsory redundancies.

Requests 3 and 4

The information on exits through early retirement and severance is included in the COPFS Annual Accounts. For ease of reference I have provided the information from the accounts in table format below. Both early retirement and severance are paid through the same scheme, this is the Civil Service Compensation Scheme and so the information is provided as a combined total.

* A full break down by cost band is not available for this financial year. The data for these years was not recorded in the format that is now required in the accounts. The highest payment for 2007/08 was in the band £100k to £150k and for 2008/09 was in the band £200k to £250k

Given the relatively small numbers of individuals the specific amount of the payments, including the highest payment is not provided. This is exempt from release under section 38(1)(b) of FOISA as it would allow for the ready identification of an individual member of staff. This exemption is an absolute exemption and is not subject to the public interest test.

Request 5

For the whole period in question i.e. from 2007 to 2012 there were 4 compromise agreements (1 per year 2008 – 2012). The total amount payable for all 4 was £ 79,392. As the numbers are so low the specific individual amounts have not been provided. This is exempt from release under section 38(1)(b) of FOISA as it would allow for the ready identification of an individual member of staff. This exemption is an absolute exemption and is not subject to the public interest test.

The full-time equivalent staff headcount in each financial year is provided as at 31 March for each year.
