The 43-year-old, a prisoner within HMP Barlinnie, died on 7 April 2024.
Mr Devine died while in legal custody and in the care of the state. As such his death was investigated by the Crown Office and Procurator Fiscal Service and a mandatory Fatal Accident Inquiry was held.
The Procurator Fiscal, who acts in the public interest in such Inquiry, presented evidence on the facts and circumstances of Mr Devine's death.
Following publication of the determination, Procurator Fiscal Andy Shanks for the Crown Office and Procurator Fiscal Service, Scotland’s independent deaths investigation authority, said:
“We note the Sheriff’s determination following the Fatal Accident Inquiry into the death of William Devine.
“The Procurator Fiscal ensured that the full circumstances of Mr Devine’s death were presented in evidence, allowing for independent judicial scrutiny of the death while he was in legal custody.
“The sheriff concluded that no reasonable precautions or system changes could have prevented the death and made no recommendations.”
