What we do

The Crown Office and Procurator Fiscal Service (COPFS) is Scotland’s sole prosecution service.  We work with Police Scotland, Scottish Courts and Tribunal Service, Defence Agents, and other agencies to keep Scotland safe.

As digital investment continues to grow, COPFS’ Information Services Division (ISD) continues on the organisations digital transformation journey.

We provide wide ranging digital innovation and transformation activities to over 2000 COPFS users located in offices throughout Scotland and to external customers and stakeholders.

Our department employs around 70 permanent team members plus additional contractor staff based in our offices in Edinburgh and Glasgow.

We are involved in a number of innovative projects that span many technologies including cloud application development, collaboration tools and infrastructure, citizen services, the application of Artificial Intelligence and cognitive services to name a few.

ISD also supports critical services for COPFS. Headed by the Chief Digital Officer, it is organised in three main groups:

  • Digital Portfolio (incorporating Enterprise Solutions, Application Development and Transformation activities)
  • IT Operations (incorporating strategic digital and technical roadmaps, architecture, IT operational support including the main service desk and service management).
  • Cybersecurity

We work with world class suppliers on next generation interconnected digital systems and services, further developing our cloud infrastructure and services. Information is at the heart of our digital transformation aims.

About the Role

General Responsibilities, Activities and Duties

COPFS is seeking an experienced lead application architect with a proven track record to design, develop and implement COPFS application strategy and will form part of the team that will be involved in setting the strategic direction for COPFS cloud-based application development platforms and infrastructure.

As the Applications Architect Lead within ISD’s Enterprise Applications function, you will play a senior leadership in ensuring the successful delivery of digital applications and information systems, technology solutions and services that support COPFS in delivering its strategic and business objectives and in transforming the way the organisation works and delivers services to users of the Scottish Justice system.

You will provide strategic direction and supervision of all software and platforms architecture - to design, build, implement and support a diverse portfolio of case management and corporate digital applications and information management systems.

You will report to the Head of Digital Portfolio to plan, create and deliver COPFS’ digital applications and web solutions.  The post-holder will also work closely with Applications Development Manager and the Head of Enterprise Solutions to coordinate and manage all aspects of software development effort to deliver ISD’s Portfolio priorities and to contribute to solutions analysis and planning. Close collaboration is also required with the Lead IT and Solutions Architect, Head of Cybersecurity and IT Operations Manager.

You will apply your proven professional and technical skills and track-record in designing, building and implementing enterprise digital applications systems and services.  As a highly experienced IT professional, you will be expected to contribute advanced technical insight to deliver COPFS’ strategic and business goals and to contribute ideas to develop ways of working as part of ISD’s drive for continuous improvement and innovation.

Essential Criteria Required

The essential criteria for this post are outlined below. Candidates will be required to fully demonstrate their technical skills as well as competencies at interview.

  • Extensive track record of conceiving, implementing and supporting software solutions in a technically mature corporate environment
  • Degree in Computing Science, Software Engineering or related discipline
  • Possess strong analytical, creative, problem-solving and critical thinking skills
  • Technical leadership of development teams in areas of application software design, development, testing and implementation.
  • Exposure to broad range of software architecture styles and patterns such as n-Tier (MVC), Client Server, Service Oriented Architecture, Microservice, Serverless Architecture. 
  • Knowledge of application security standards and best practise such as OWASP, NCSC, ISO/IEC 27017.
  • Knowledge of Identity and Access Management solutions and technologies (Active Directory, Federated Access, OAuth, SAML, MFA)
  • Knowledge of data privacy regulations and best practise (GDPR, Data Protection Act, DPIA, Data Processing Agreements, Data Sharing Agreement)
  • In-depth knowledge (with active hands-on ability) of broad range of technologies required in modern enterprise solution space including
  • Cloud IaaS platforms such as Azure, AWS, Google Cloud, Oracle
  • Knowledge of Platform as a Service solutions and capabilities, especially Office 365 and Dynamics 365.
  • Frontend web application frameworks (e.g. Angular, Vue.js. React)
  • Application server technologies including .NET Core, Java Spring, COM+, Node.js. IIS, Apache Tomcat
  • Virtual environments such as VMWare, AirWatch, Remote App
  • Dev Ops and CI Pipeline technologies such as TeamCity, Jenkins, NPM, Ansible, Puppet, Chef, Docker

About the Role

General Responsibilities, Activities and Duties

The ISD Digital Architecture team is responsible for the architectural strategy, principles, designs and configurations in use across COPFS. Working with colleagues across the Digital Portfolio and Operations to identify, evaluate and recommend technical solutions to meet both current project requirements and broader strategic aims. The teamwork with project teams and IT Services to conduct architectural reviews to ensure services are built to agreed designs prior to Service Transition and are responsible for maintaining ISD’s technical risk register, following service lifecycle principles to identify and initiate service renewal and replacement. Close collaboration with all other aspects of ISD and business areas within COPFS

Role Specific Responsibilities, Activities and Duties

  • Manage COPFS technical systems through full lifecycle including design, implementation, operation and replacement.
  • Produce High and Low Level designs according to agreed requirements, architectural standards and compliance obligations ensuring each reusable building block is suitably isolated and identified.
  • Lead, support and assist technical implementation teams to deliver quality solutions to specification and in line with project timelines.
  • Maintain ISD technical risk register with planned replacement timelines for COPFS technology stack and associated dependencies, initiating ISD governance for replacement solutions ahead of required dates.
  • Review, revise and agree third party solution designs according to COPFS architectural principles and tactical and strategic aims.
  • Contribute to COPFS architectural repository by updating and implementing standard systems design templates and reusable components.
  • Conduct architectural reviews of peer designs, liaise with operational teams to review business success of solutions delivered and assist continuous improvement process

About the Role

ISD provides wide ranging IT infrastructure, information systems and digital services to COPFS users located in offices throughout Scotland and to external customers and stakeholders.  ISD is involved in a number of challenging, innovative and continuous improvement projects to support business needs and to deliver COPFS’ digital strategy aims.  Headed by the Director of IT, ISD is organised in four main groups: Enterprise Solutions; Enterprise Technologies; Enterprise Applications; Cybersecurity and Resilience.  ISD has around 50 permanent team members plus additional contractor staff based in its offices in Edinburgh and Glasgow.

The Infrastructure team is responsible for monitoring and supporting all infrastructure assets and configuration items deployed across the enterprise, ensuring services are high performing, efficient and effective. The Infrastructure team provides leadership and plays an important role in upgrading and optimising the wide-ranging infrastructure services that our user community relay upon to complete their objectives.  The team influences, designs and implements infrastructure components of customer centred Digital Services to support business goals and Scotland’s justice system.  The Infrastructure team seeks to maximise the potential from new technologies, industry methodologies and best-practice to support the COPFS’ business needs and in a drive for continuous improvement and to deliver real business transformation. 

Role Specific Responsibilities, Activities and Duties

  • Operational support and delivery of COPFS’ infrastructure enterprise services - (including, but not limited to, VMware virtual server and desktop systems, Microsoft 2012/2016 server, Active Directory, Azure Active Directory, Exchange 2016, Exchange Online, SAN technologies and CISCO networking solutions)
  • Work as part of a team to successfully deliver and implement infrastructure systems and solutions
  • Provide suggested initiatives and improvements to both the enterprise and division working practices and processes
  • Completion of daily, weekly and monthly proactive maintenance tasks to ensure the availability and performance of the enterprise

  • Experience managing and configuring Microsoft Cloud Security products
  • Experience of Linux operating systems would be an advantage
  • Experience of Airwatch, Intune and iOS device management would be an advantage
  • Certifications in Microsoft/Cisco/VMware technologies is preferred
  • ITIL certification is preferred

Special Conditions

This role is primarily based in the COPFS’ Glasgow office but on occasion you may be required to work from other COPFS offices to deliver IT services, attend meetings etc. There is an expectation that the successful candidate will, from time-to-time, consider working overtime during weekday evenings and at weekends to meet operational needs. This is not mandatory.
